Once an animal is brought to Memphis Animal Services as a stray, they will serve a mandatory 72 hour stray hold. 

After this holding period, the animal becomes property of the City of Memphis and that animal can be put up for adoption, transferred to another shelter, sent to rescue, put into a foster home, and in some cases, euthanized (only if serious medical issues exist or there are issues of aggression).
