The 5 Most Common Violations We See
1. Dogs Running At-Large
If your dog leaves your property without a leash or secure containment, it is considered at-large — even if “they always come back.”
Secure fencing or physical control is required at all times.
2. Unaltered Dogs & Cats
Memphis requires dogs and cats to be spayed or neutered unless a legal exemption applies.
Unplanned litters contribute directly to shelter overcrowding and euthanasia risk.
3. Improper Outdoor Housing
Outdoor dogs must have:
- Weather-appropriate shelter
- Shade in summer
- Bedding in winter
- Access to clean water at all times
- Sanitary living conditions
Extreme weather requires additional protection.
4. Failure to Microchip
Microchipping is required and must be registered. An unregistered chip does not meet compliance.
5. Abandonment & Neglect
Leaving a dog tied to a structure, failing to provide food or medical care, or releasing a pet to roam may result in citations or criminal charges.

What Happens If You’re Not in Compliance?
Depending on the violation, consequences may include:
- Citations and fines
- Impoundment fees
- Mandatory sterilization
- Dangerous dog designation

Our goal is always voluntary compliance first — but repeat or severe violations escalate.
My dog stays in my yard. Why do I need a leash law?
If your yard is not securely fenced, your dog can legally be considered at-large — even if they don’t leave often. Invisible fencing has additional requirements and signage rules.
Can my dog live outside full-time?
Yes, if adequate shelter, water, sanitation, and weather protection are consistently provided. However, extreme weather may require indoor housing or additional safeguards.
What qualifies as adequate shelter?
Shelter must protect from rain, heat, and cold. It must allow the dog to stand, turn around, and lie down comfortably. Bedding is required during cold months.
I just got my pet. How long do I have to microchip?
Within 30 days of acquisition if over 6 months old.
What if I cannot afford sterilization or microchipping?
Memphis Animal Services offers periodic assistance programs and can direct you to low-cost resources when funding is available.
Is tethering allowed?
Yes, but it must meet specific safety and length requirements. Improper tethering is one of the most cited violations.
